If you are trying to have fun with things all the time you end up burnt out like people do with ecstasy and raving. But if it is more of a ceremonial thing and there is a variety of things used for certain reasons, then that doesn't happen and it is more of a progressive thing instead of just a drug using thing.

Not many people know this, but being a Mayor, Judge or Sheriff usually has NO REQUIREMENTS except to win an election and be a certain age. I have seen people win elections in small towns won with people holding "Honk if You're Voting for X" signs on a busy corner.
